Dean,
The "local scout chapters" (Cub Scout Packs and Boy Scout Troops) never
saw the United Way agreement. The United Way, as I understand it, can only
donate money to groups which are registered as charitable organizations
under the designation 501-C-3. The BSA organization qualifies at the
Council level, so they are the ones who were offered the contract to sign.
Winona troops are in the Gamehaven Council, which has about 90 Packs and 60
Troops in 30 or so cities in this part of the state.
