Measure performance through a credible SPI and CPI . 6.Minimum proficiency in Word, Excel, Powerpoint: Advanced (able to use the tool for complex applications). . Minimum proficiency in MS Project 2007: Advanced - able to utilize the tool to Establish and manage the critical path . Minimum of 10 years direct experience in project or program management. . Minimum 12 years in technology-related work. . PMI Project Management Professional certification. . Establish, track, and forecast resource usage . Experience managing an integrated schedule with enterprise resources within the MS Project Server environment. . Very strong and proactive communication skills, with the ability to adjust communication approach and content based on the audience. . Bachelor's degree or equivalent experience. The candidate must demonstrate the following KSA: . Experience in the practical application of the 9 project management knowledge areas in a complex enterprise-level (not IT infrastructure or IT-centric) project environment. . Experience in integrating technical, business, and organizational change management components in a project, especially with regard to process re-design, communications, and training. . Ability to communicate across functional areas . Ability to lead and bring goals to fruition . Skills in problem solving, negotiating, and conflict management . Deep capacity for demanding and stressful project work Preferences . Knowledge and/or experience with state and federal tax processing requirements for individual income tax . Experience with project collaboration through Sharepoint . Experience with managing projects for the State govt and familiarity with the State's ITS portfolio management reporting .
