Erm... that is sort of apples and oranges as it is clearly laid out that per dollar donated you receive 1 point of regional prestige. What the poster had said was 'just donate' seldom works as opposed to 'donate for regional prestige' or 'donate for .... something we will tell you about later' (which was sort of ICC).
