AFAIK yes, so another dependency that needs to be considered for a release.
But I don't know for what it is used and if there is a possibility to avoid
or exchange this.

Ohhlo can give you a measurement of how much Java code is included in OOo:

But when the complete Base module is affected, then IMHO it doesn't make
sense to just skip to include a JRE because only 5% source code is Java. ;-)
