Simple try this:
$ wget http://people.apache.org/~jsc/sdf/en-US.sdf
This create file en-US.sdf.1
It seem to be quite same than what I already had.
$ oo2po -l fi en-US.sdf fi
I got lot of lines, here last ones:

Now check ./fi directory for PO set.
Does it help?
Yes there is many directories and maybe all .po files with 0% translations
