This is surely a problem. Technically, it's not even a bug in code, 
merely a default setting.

But still, seeing how many millions users, most of which totally unaware 
of everything that happened in between, downloaded 3.4.0 only when we 
restored update notifications, I'd say that we definitely want to have 
them enabled by default. (And yes, this would mean rebuilding 3.4.1 
unfortunately)
