The graphic object for the other apps does allow this (for not too long). As you see, there are different graphic objects used from Writer and the other apps. This has historical reasons and we have tasks for this, but it's not a simple task to solve since there are things the one object can do, but the other one not, so it's not simple exchangeable. You may use a trick: Create the graphic object you need in Draw/Impress, copy/paste it to writer and you have a Draw/Impress graphic object in writer where you can add text (and border/fill style).
