I think you have docked the picture toolbar which contains the control for
transparency on the left or on the right. In this case the control is not
working as you are describing.
This control is a spin field which does not work when the corresponding toolbar
is docked on the left or right.
To get the transparency control working again just pick the toolbar and let it
floating or dock it on the top or on the bottom.
