Unfortunately, that only works when you save your work in MS Word format, it doesn't affect your odt at all. The typical way to do this kind of thing in Writer is as described in http://user.services.openoffice.org/en/forum/viewtopic.php?f=7&t=7096 - you have to use three styles, one for the first paragraph in a series with space above, one for the last one with space below, and one for the paragraphs in between with no spacibng above and below. While that certainly works, it's not very obvious for somebody just starting with styles, and may people would consider it as arduous. The idea suggested by Eyla is that you can set spacing in the style and that the spacing is suppressed between paragraphs formatted with the same style, so that you effectively only need one style instead of three.
