There was an idea to be able change anything from oopsctl. And there are
several ways for this: to have pre-configured variable names in
oopsctl_mod.c which we can change, to be able change anything by name
(regardles if oopsctl_mod know anything about this variable or not) much
the same like debugger change any variable in runnimg programm. Changing
some variables using oops.cfg is expensive way - oops will recheck all
storages (altough it is possible to introduce some sort of "soft"
reconfiguration).

It is difficult to answer without acl's and peer section of oops.cfg.
