In the perfect world database must not be removed completely by hands:
when oops check storages it remove all "lost" records from base. Imagine you
removed or formatted not all storages, but one of them. Then when storages
are checked oops will remove only records which was on the old storage, so
you save something. Naturally if you reformatted all storages all records
from database must be erased.

So database must be clean after formatting old storages. But currently I
have no other ideas regarding this problem. I don't see it here and can't
reproduce.
