Unfortunately, it's not uncommon get negative reactions when you try to
submit EBCDIC patches to ASCII systems http://bugs.python.org/issue1298.

I doubt that Red Hat have access to a z/OS system. And even if they did 
there are lot's of issues
in the z/OS unix system that take some getting used to. For example, 
signals and pthreads have
different interfaces.
