I've found that I often have to put the directory that myapp.rex in
the path to use the above command line.  Something like

set PATH=<directoryOfMyApp>;%PATH%
devenv /debugexe rexx myapp.rex arguments....

But, as Rick said, there really should be a popup message box giving
you the option to start the debugger when the crash happens.  I'm not
sure why that doesn't happen.
