Actually I came across a good reason not to include the HTML files. Normally 
I 
would just include the tar file for the HTML but that would not be of any use 
to 
anyone unless they were untarred. Unfortunately the user could not perform that 
activity since the subdirectory in which they reside is read-only. In addition, 
if I expanded them during the RPM install I would have to create additional 
subdirectories for each HTML document because they all use duplicate file names 
and would collide with each other. Producing additional subdirectories is not 
optimal because it makes the user have find the document they are looking for.
