Sorry for not responding to your survey.  Yes, I definitely think this 
project is worth pursuing.  Anything that raises the visibility of the 
Rexx language(s) should be pursued in my opinion and, although Rosetta 
Code is new to me, it certainly appears that Rexx should be better 
represented there than it currently is.

As to your conclusions, I agree wholeheartly!  There are already entries 
for Rexx and ooRexx (and NetRexx) so the idea of a single "Rexx" 
language category doesn't make sense to me not to mention the "rework" 
needed to accomplish it.  But cross referencing in both directions will 
surely make folks aware of ooRexx if they hadn't encountered it before.
