I still don't see how to do that.  For instance, I created a search:
!ticket_num:0

which lists all bugs, in the documentation tracker.  But I don't see
any way to save it.

In the different trackers (not sure if that is the right word or not
anymore) in the left-hand menu they have a Group section and below
that a Searches section.

The 3 searches are: Changes, Closed Tickets, and Open Tickets.  I'd
like to add All Tickets to that.  But, I don't see a way to save the
search.
