It doesn't have any thing to do with the compiler settings. The C run
time libraries shipped with Visual Studio after Visual Studio 2008 are no
longer compatible with any Windows version prior to XP with SP3.
The current stable release of Visual Studio is 2013. I don't have the
resources, or the desire, to commit to keeping outdated tools lying around.
;-)
As long as I have a working system with Visual Studio 2008 on it, I don't
mind building a special Windows version of ooRexx with that tool set. But,
my time and resources are limited and I'd prefer to spend that time and
those resources on moving forward rather than struggle to be compatible
with an operating system from the last millennium.
When the hard drive in that system goes bad, it is unlikely that I will
install Visual Studio 2008 on a replacement, if I even decide to replace it.
The same problem is approaching with XP. People are already struggling to
produce binaries that work on XP with current versions of Visual Studio.
