Regarding the 11 minute wait I reported.

Soon after this incident it became clear that a massive Windows Update was
brewing, which occupied my laptop for the rest of the evening.

This morning I reverted to ooRexx-5.0.0-12359 then back to
ooRexx-5.0.0-12558 and in both cases the install started immediately and
proceeded relatively briskly.

I often notice that things don't work properly when a Windows Update is
brewing.
