I had a look at the Windows platforms and currently the following testgroups
have issues under Windows 7 and 8.1:
RexxContext.testGroup
SysUnicode.testGroup
Clipboard.testGroup
On Windows running in a VM the Testsuite fail to exit and therefore times out,
so these errors are not visible directly. Anyone that makes commits that relate
to Windows should always go in and check the Windows VMs manually.
In this case there seems to be the case that some recent commits related to
UTF8 will not work prior to Windows 10, so we need to document the cases where
ooRexx works differently for different platforms, or find a way to fix the
errors.
Here the Windows 7 32 bit, the same exist on 64 bit and on Windows 8.1
(disregard the timing error/failure)
