It sounds like ooRexx isn't installed properly. I'm not familiar with windows, but I think there should be a file installed called rexx.img. At least that is the only association I can think of to go with the error message. So either it didn't get installed or it isn't where it can be found.
Did you install ooRexx from a new download from Sourceforge? Which file did you down load? Did you allow it to install where it wanted to install, accept the defaults?
