When you install ooRexx, the installer adds it to the path. But, any programs that were already running won't be aware of the new path. So, if you had EditPlus open before you started the ooRexx install, it would not have the ooRexx directory in the path. Then if you started the interpreter by typing the full path to rexx.exe, you might get that message. Same thing for a command prompt if it was opened before you started the install.
