Yes, it should be. This was caused by the initial conversion to publican.
When adding links in the text using <link> I had the text part of the link
exactly what I wanted to say, similar to:
is not <link linkend="ovvInaccurate">accurate</link>
When this was converted to use xref, the term accurate would be replaced by
the xref label at ovvInaccurate, and the above would end up reading is not
inaccurate.
There are probably a number of things like you found. We need to make note
of them and fix them.
