Well except Address UNIX 'cd newdir' doesn't change the directory.  Of the five 
items you mention ,numbers 2 through 5 make changes to the file system. Change 
directory only changes the current environment, which is destroyed when the 
Address command returns.  So without some sort of BIF there is no way to change 
directories.
