Erich,

This construct is also used with the FORWARD and RAISE instructions. The
documentation for those does not explicitly spell out environment
variables, which are considered constant symbols. I'm not sure I care
whether they are explicitly mentioned or not, but we should try to use this
consistently wherever it applies.
