oozie-setup is doing more than what addtowar is doing.
it is calling oozie-sys.sh too that include tomcat settings.
At Yahoo, the setting up of tomcat is done outside oozie.
So I think we could keep the addtowar as it is.
Or we could make oozie-sys.sh as conditional.
