You should be there. There is no requirement of PMC member,

We need to find out the owner of multiple accounts and then combine with your 
one as you propose.

Sure - if it's just PMC members that would have access to the account, that's 
great too.  I don't mind being excluded there, I'm just trying to get an 
account for announcements like that so oozie has a nice way to communicate out, 
esp now that it's in apache incubator and eventually a full fledged project.  
Originally, I was just volunteering to do that if people don't usually use 
twitter and would still like that evangelism done.
