Current POMs are not prepare to publish SNAPSHOT/RELEASE JARs to the Apache
Maven repo.
Also, the current versioning scheme of hadooplibs breaks the snapshot/release
publishing model as the hadooplibs may have release versions of hadoop and they
are not tied up to the current oozie release.
Finally, the hadooplibs should be reduced to mayor versions (hadoop-1 and
hadoop-2) and for a given Oozie release we pick the latest stable version of
those (while in devel we can use hadoop snapshots, but for release we should
use hadoop releases if avail)
