To handle the versioning scheme for hadooplibs to publish them to the right
repository (snapshot/release), and to tie Oozie hadooplibs to an Oozie release,
the hadooplibs versions should be of the form
"<HADOOP_VERSION>.oozie-<OOZIE_VERSION>"
