This is my first post here, I hope you will find a good quality TV chip with open specs.
What about chrontel chips?

I cannot find pricing info, but they both are TV encoders with DVI output.

unfortunately, these chips are known to have VERY BAD quality. they seem to be very sensitive to surrounding noise.
