Presumably only the people who are going to hack on the RTL code need the tools? The free WebPack does include the capability to load bit files into the 4000. And as I mentioned before, the 6.3i Webpack (still available, but only runs on Windows or Wine) actually *does* support the 4000 if you have a service pack installed. Before I bought BaseX, I ran Webpack 6.3i under Windows in VMware under Linux, and it worked fine.
