Eagle also has the capability to do board layout, so you can go straight
to Gerber files.

It has its own libraries, and facilities for making your own. I have
made my own schematic parts and footprints for the devices I was using,
as I needed them. It was annoying, but at least I only had to do it
once.

I have never tried to export to PADS. I don't know what capabilities
Eagle has in that department. It has some very powerful scripting
capabilities. If it can't do it, then something could be knocked
together if required, I guess.
