Finding this one PCI core for $16000 and given this one guy's comment
on osnews, it gets me thinking.

I've been thinking about releasing the PCI core under LGPL.  It seems
to me that it's a small part of a larger picture, so I didn't think
about it too hard.

But it appears that many people see PCI as a hard problem.  I've done
it before (64-bit, 66MHz on an ASIC (gotta get it right the first
time) that was slower than the FPGA we're targeting).

It occurs to me that we could make some money by releasing it under
GPL instead.  I don't believe there have been any outside
contributions yet, but even if so, I would get not only permission
first but also the approval of others involved in the problem.

By releasing it under GPL, we can still share it under terms that FOSS
people like.  But for anyone who doesn't want to infect the rest of
their design, they can pay for a proprietary license.  The LGPL
doesn't require that.

The idea is to maximize the value of everything we have while still
making sure the community has it every bit as libre as they want it to
be.
