You can call me a liar all you want, but it can and does happen.
I've seen it happen.

Even if you don't believe me, there are good reasons to be able to
lock down the output mode and scale or letter/pillarbox as needed.
Take firmware that wants to output 640x480 and a monitor that
can't do 640x480.  Yes such firmware exists.  Yes such monitors exist.
