No, the eye is most sensitive to green, then red, then blue. The cones
in the eye are most sensitive to blue then green then red, but the eye
has a large number of rods as well, and they are wideband and sensitive
in the red-green region.

At least that is the reason for the weighting for Luminance in color TV. I presume that RCA did their research.
