IIRC the eye is more sensitive to green, but more sensitive to 
differences in blue. So, while a green surface with the same cd/m^2 as 
a blue surface will look brighter, we are still able to see more steps 
in the blue surface than in the green surface. At least that's the way 
I understand it.
