Max makes a decent 1Ghz ADC.  Though for useful purposes of signal analysis you need more than nyquist for the sampling rate.  Tek I believe states a minimum of 4x the signals frequency.  But still 250Mhz would be a decent scope.  A better scope design would be to use a couple of Analogs sample and hold devices that have a sample width in pico seconds.  Then you could gang 2 or more ADCs together.  Also this whole thing really couldn't exist on a PCI card.  The analog portion would need to be an external device.

Any wild guesses on how fast these would be?   E.g. what frequency
could they examine?
