The original VGA specification was published by IBM.  My copy says:

        68X2251
        S68X-2251-0

This does NOT contain a BIOS listing. But, like all IBM documentation it is complete although a bit terse.

There is also an EGA specification published by IBM. My copy does not have an order number and I think it only came as a package of AT documents. It DOES contain a BIOS listing.

I doubt that you can still purchase these, but an engineering library should have them.

There is also VESA.  The "Video BIOS Extensions" are a free download:

Or perhaps they can be of some further help.
