I recommend OHF or OGP (I get lost in the alphabet soup) start a
funding pool at (e.g.):

http://fundable.org

for TT to get a vendor ID.

This would formalize the process of collecting pledges to pay for the
license.

I don't really understand the legal issues, though. What does a vendor
ID legally mean?  Is it a requirement of using the standard, or a matter
of convention?  If OHF paid for a vendor ID, would it be permissable to
use it for any card that used the OGP design/chipset?  Or does it really
need to be applied to each separate manufacturer?   What happens
in the industry when a minor card manufacturer uses a major chipset?
Does the ID follow the card manufacturer, or the chipset manufacturer?
