We could draw some ideas from etherboot here.  I frequently use
http://rom-o-matic.net/5.4.2/ to generate PXE images.  The webapp allows
selection of images type (floppy, CD, harddisk, and more) and many
parameters.  When done, it produces a downloadable boot image.  The web
programming is quite straight forward, just remember to use some kind of
session ID.  Creation of the image takes a bit more expertise.  It may
be more work than adding jumpers, but OTOH we save money on each board sold.

I think if the "bootable program" approach is done thus, it is quite
user friendly.  Most people have at least access to web and a CD burner
at work.  A drawback is that it's difficult to support non-mainstream
architectures.
