Simply XORing H and V inverts H sync during V sync resulting in the
monitor using the end of the sync pulse as the sync signal during the
vertical sync pulse. Since the vertical sync pulse is at the start of
the vertical blanking interval, the horizontal oscillator has that time
to again achieve lock at the proper phase. However, if this is going to
cause "flagging" on high resolution monitors, it can be cured by having
the video controller advance the horizontal sync pulse by the width of
the pulse during the vertical sync pulse.

That would have precisely the effect I was describing.

This is best done in hardware
rather than software since it is *only* for composite sync.

Well, when we're discussing our programmable video conroller, is it
hardware of software? :)
