I think we have a miscommunication.  I'm looking at this thing from
30,000 feet, and you're looking at the TRV10 chip with a microscope.

So when you wrote "video controller", I thought you meant "TRV10 chip"
or even "OGC board".

My new theory:  The "video controller" is one portion of the TRV10 chip.
The "video controller" does not do scaling, but the TRV10 chip does.

Sorry about the confusion.  If I still have it wrong, hit me with the
clue stick.
