You can work around the need for a switch. TV and DVI are on separate output connectors. DVI has a presence signal on the connector (not part of DDC, +5 on a pin) to tell if there is a monitor there or not. If there is no DVI monitor attached the VBIOS then enables TV out. I believe ATI/NV get around the NTSC/PAL issue by shipping different versions of the VBIOS ROMs to the different markets. You don't need the EEPROM if the main VBIOS is in flash. You just change the default mode from VGA 640x480 to whatever you want and reflash.
