But if you do it with zero Ohm resistors, the end-user cannot easily change the setting. That is the whole point of using jumpers or switches. In addition, if you have a different board for each of the 11-ish TV zones, you have 11 different boards to manufacture. Part numbers, documentation, higher manufacturing costs, inventory, logistics mixups, support, etc. Very similar to the extra costs if you have custom firmware.
