The both are true.

Yes, but that miss the point. The reality is that hardware vendors don't
need FOSS to sell theirs products, as well as the history shows that the
OSs which gain in popularity provide the hardware too, by a mean or an
other. AFAIK the sole synergy nowadays between hardware and free OS is
on the ppc architecture: PegasOS + MorphOS |linux distro. Though, I
guess that the hardware compatibility problem remains as well.
Concerning Linux or BSD, that end up in the binary hot topic and/or a
costly reverse engineering. So, either the FS obtains a pool of hardware
vendors, either it miss the train and spend time to stay on the course.
May be FS should learn that "There are no software"; I have found that
here : http://www.1010.co.uk/free_fpga_guide.html

Yes, as Tim say: OGC will be the killer (and OGD a proof of feasibility)
Though, it seems hard to sustain the production of open hardware and
that's what people certainly conclude in the end. For the wiki page
starting with The Open Collector, I've tried to find some other sources
and project, but I retrieve always the same sources and it's more
difficult to find some hardware projects, though, they're not especially
done as "open hardware".
Of course, I don't pretend to have found all the stuff.
