Sure. I do it all the time, with nothing more than an iron and
solder wick. Professional electronics assemblers with the right tools (like
hot-air rework stations) are a lot better at it than I am. Of course, you
need high-end tools to remove things like BGAs.

Well desoldering BGA's isn't really that hard. The issue becomes
reattaching them, as the solder balls are left behind :).. There are
machines that will reapply solder balls to BGA's.. but not something the
ordinary Joe has at hand. Although some reclamation houses may be willing
to do a few at a time for you without costing an arm and a leg.
