Wow, looks like I totally misunderstood the situation.  In fact,
looking at

I can see that neither of those two paragraphs imply closed hardware
(as I had previously interpreted them), but rather, closed software.
Up until now I thought that Neuros and Nokia had obtained the
documentation under NDA, and that it wasn't public. In my defense, it
is remotely possible that those files weren't publicly available when
I last looked on TI's site, which was a while ago, but for all I know,
I just might not have looked hard enough.
