Wow, looks like I totally misunderstood the situation. In fact, looking at http://wiki.neurostechnology.com/index.php/DM320_Platform_licensing_issues and http://wiki.neurostechnology.com/index.php/DM320_Platform_development#DSP_Codecs_and_Licensing, I can see that neither of those two paragraphs imply closed hardware (as I had previously interpreted them), but rather, closed software. Up until now I thought that Neuros and Nokia had obtained the documentation under NDA, and that it wasn't public.
