Assuming this is a typical length 1h40m movie, 24 GiB works
out to 34359738 bits/second. That is the average, the peak
rate is likely to be higher. That is twice the bitrate of
high bitrate OTA HD in the US (some stations reduce the bitrate
to make room for additional subchannels), and H.264 is a LOT
harder to decode than OTA's mpeg2.
Peter's AMD64 3200+ can't decode mpeg4 in real time. (bitrate?)
Even Attila "decode it in software" Kinali admits that a
AMD64 3700+ isn't fast enough to decode H.264. (bitrate?)
Plexor claims that you need 2 3GHz Pentiums to do it in software:

and that is with AACS built into their player.
The only solution is a hardware accelerator. IIUC, TI does currently
sell a DSP that will do it. Specifically one of the TMS320C64x line
that runs at at least 600MHz.
Another issue is that in order to qualify for an AACS license it appears
to me that the simplest way is to have the AACS decoder and key
processor and the DSP either on the video card or on a separate card
that connects directly to it.
