(2) This Work is licensed under the GNU General Public License (GPL) as
published by the Free Software Foundation; either version 2 of the
License, or (at your option) any later version. You have the right to
use and modify this Work. If you distribute this work in "binary" form
(see (1)), you must publish your modified form of this Work in accordance
with the GPL license.

I'm nit-picking here, but I'd replace this with GNU GPL, mainly
because GPL already includes the word license, but also because
there's apparently at least one other GPL that isn't the GNU GPL.

(9) The submitter of a Modification forfeits the right to any patents
covered by this Work and pledges to not enforce any patents covered by
this Work.

You may want to consider narrowing the scope of clause 9 down to a
pledge not to sue anyone in connection to their usage of the
contribution under either of the two licenses. The way it is now (in
my interpretation), if someone contributes, and their contribution, or
any other part of the work, is covered by a patent they own, they lose
that patent in general, not just in relation to usage of this work,
and that seems a bit much.

Other than that, I don't see any obvious errors.
