I wouldn't say so...  the kevent <=> hal <=> dbus <=> application
chain spans the entire 'stack' and does so in a maintainable (modular
with well defined interfaces), and generally RightTM way.  Ditto for
the entirety of freedesktop.org.  The Linux (and larger FOSS)
community has been actively thinking across layers (in the implied
sense) for several years at least.

It might be more accurate to say that, as the capability and
flexibility of our software and hardware platforms increases, we've
encountered new usage scenarios, and new problems.  Who would have
needed hotplug before USB?  .01% of computer users?

That said, we certainly have our share of legacy code that could make
great use of all this fancy new infrastructure.
