???  Freedesktop.org _is_ the application developers.  All they are is
a meeting place.  It's up to the actual developers to show up there
and hash out agreements and work on interoperability.

LOLROF!! This is what is supposed to happen. However, it has been my experience that it won't happen until the key KDE developers change their attitude. Two problems:

1.      KDE talks down anything that will require KDE to make changes in
        order to have a standard.

2.      The standards are too ambiguous to the point that developers
        don't all interpret them to have the same meaning.  The icon
        theme spec is a good example.

I must admit that I don't know what DBus is, or what it is supposed to do although I thought that it was for interprocess communication. All I know is that it doesn't work with KDE (last time I tried it).
